Hello Shari Jensen, I have a few questions about your program and its $675,292.00 budget that was alloted you and your staff. With $385,060.00 being paid out for salaries benefits of $131,092.00 how many staff members does your program employ? Temporary Services, what does this mean besides costing taxpayers $50,712.00? Other Services, what other services cost taxpayers $48,800.00? And what is Internal Charges, costing taxpayers $37,428.00? Where and who does this money go to? I was a witness to the Dino Constance Trial and no-one informed me at all I had rights. (1) With respect to victims of violent or sex crimes, to receive, at the time of reporting the crime to law enforcement officials, a written statement of the rights of crime victims as provided in this chapter. The written statement shall include the name, address, and telephone number of a county or local crime victim/witness program, if such a crime victim/witness program exists in the county; (2) To be informed by local law enforcement agencies or the prosecuting attorney of the final disposition of the case in which the victim, survivor, or witness is involved; (3) To be notified by the party who issued the subpoena that a court proceeding to which they have been subpoenaed will not occur as scheduled, in order to save the person an unnecessary trip to court; (4) To receive protection from harm and threats of harm arising out of cooperation with law enforcement and prosecution efforts, and to be provided with information as to the level of protection available; (5) To be informed of the procedure to be followed to apply for and receive any witness fees to which they are entitled; (6) To be provided, whenever practical, a secure waiting area during court proceedings that does not require them to be in close proximity to defendants and families or friends of defendants; (7) To have any stolen or other personal property expeditiously returned by law enforcement agencies or the superior court when no longer needed as evidence. When feasible, all such property, except weapons, currency, contraband, property subject to evidentiary analysis, and property of which ownership is disputed, shall be photographed and returned to the owner within ten days of being taken; (8) To be provided with appropriate employer intercession services to ensure that employers of victims, survivors of victims, and witnesses of crime will cooperate with the criminal justice process in order to minimize an employee's loss of pay and other benefits resulting from court appearance; (9) To access to immediate medical assistance and not to be detained for an unreasonable length of time by a law enforcement agency before having such assistance administered. However, an employee of the law enforcement agency may, if necessary, accompany the person to a medical facility to question the person about the criminal incident if the questioning does not hinder the administration of medical assistance. Victims of domestic violence, sexual assault, or stalking, as defined in RCW 49.76.020, shall be notified of their right to reasonable leave from employment under chapter 49.76 RCW; (10) With respect to victims of violent and sex crimes, to have a crime victim advocate from a crime victim/witness program, or any other support person of the victim's choosing, present at any prosecutorial or defense interviews with the victim, and at any judicial proceedings related to criminal acts committed against the victim. This subsection applies if practical and if the presence of the crime victim advocate or support person does not cause any unnecessary delay in the investigation or prosecution of the case. The role of the crime victim advocate is to provide emotional support to the crime victim; (11) With respect to victims and survivors of victims, to be physically present in court during trial, or if subpoenaed to testify, to be scheduled as early as practical in the proceedings in order to be physically present during trial after testifying and not to be excluded solely because they have testified; (12) With respect to victims and survivors of victims, to be informed by the prosecuting attorney of the date, time, and place of the trial and of the sentencing hearing for felony convictions upon request by a victim or survivor; (13) To submit a victim impact statement or report to the court, with the assistance of the prosecuting attorney if requested, which shall be included in all presentence reports and permanently included in the files and records accompanying the offender committed to the custody of a state agency or institution; (14) With respect to victims and survivors of victims, to present a statement personally or by representation, at the sentencing hearing for felony convictions; (15) With respect to victims and survivors of victims, to entry of an order of restitution by the court in all felony cases, even when the offender is sentenced to confinement, unless extraordinary circumstances exist which make restitution inappropriate in the court's judgment; and (16) With respect to victims and survivors of victims, to present a statement in person, via audio or videotape, in writing or by representation at any hearing conducted regarding an application for pardon or commutation of sentence. On August 27th 2007 I wa assaulted by an ex girlfriend Crystal Williams again No-one let me know my rights even after I had called several times about me getting restituion paid for the damages she caused, over $3,000.00 worth. She never even was given a fine. August 28th 2007 I was struck by a Chevy Blazer and with five witness's the Prosecutor's Office did not want to Prosecute Andrew A. Bartholomew for reason I don't know, I took it to the Mayors Office and got them to file charges and he was charged with Assault 4. How many people get away with Felony Hit and Run, Vehicular Assault and Robbery and get it dropped to Assault 4? With all that money going out where was your staff when I needed them? Mary Todd talk with me several times turning me to another staff memer and she in turn said she call back. No-one from your staff called me. This is THREE times I needed you and your program did nothing but HURT me. Am I crazy? Maybe now. I have been Dianoised with PTSD and MAJOR Depression Recurrent because of all this. People are wanting these question's answered please be informed I do have friends in Olympia now thanks to your program and all my stupidity you may think I have. I am broke again thanks to your program and have been since I am not able to work. For not having any resorces given to me I in up in mental wards now taking eight different medications daily because I cannot seem to get anyone to help me. Sure They give me 13 bus passes to make sure I get through another HOOP so that HOOP can make money on me. Do you realize how many people made and still are making money on me as a humane being? As I read your email, the first paragraph appears to be a request for
information concerning the Prosecuting Attorney's Victim Assistance Unit
and its budget. In answer to your inquiry, I offer the following:

1. The Victim Assistance Unit is paid for through a fee
that the courts collect for the purpose of serving victims. None of the
funding is provided by taxpayers but rather by defendants within the
criminal justice system. The unit is comprised of four victim
advocates, two of which are assigned to the Domestic Violence
Prosecution Center and two of which are assigned to felonies outside of
Domestic Violence. The unit also has a Legal Secretary I who provides
administrative support to the advocates;

2. The annual budget for this unit is $346,774 per year or
$693,548 for the biennium. The temporary services portion of the budget
of $37,968 for the biennium is made possible by a grant from the state
and pays for a temporary employee to help enhance the services we can
provide to victims. There was $400 spent in other misc. services in 22
months. The internal charges portion of the budget is $25,314 per year
or $50,628 for the biennium. Internal charges pays for building rent,
internal services such as human resources, payroll, facilities, computer
support, etc, mailroom and print shop services, and central stores for
supplies; and

3. You may acquire a copy of the Unit's budget at your
expense through a Public Records Request. If you would like a Public
Records Request Form

In reading your letter dated 12/12/2008 my response is according to Clark County Washington Budget report for the year 2004-2005- 2006-2007 I never seen the word BIENNIUM (two years passing). I did in fact see the word BUDGET FOR YEAR of..
Dennis we have talked before when Mr. Zimmerman sentence me for a crime that Mr. Eaislon had already sentence me on. Mr. Zimmerman called me at my home and offered his apology for that sentence and for not allowing me to see my son graduate. Do you recall?
Dennis I want to know why I am being treated so unfairly in Clark County?
Why your office did not want to charge the man who hit me at Fred Meyer's, Why your office did not want to offer me help after I help put Dino Constance away, never was I given the right to be protected as a witness or did I even know a program like this existed, never was I offered help from your office as being a victim of a Felony Domestic Violence and the Offender was not order to pay any restitution or was she even fined.
Everyone tells me to leave it alone but if I did then I would be just as bad as the people who turn their heads to me and my family. It is not about Ricci Castellanos it is about the people of Vancouver Washington who want to raise a family here, who travel thousand of miles to do so, and then as a victim/witness they get treated as I do. What have they done, as to what have I done? Mr, Hunter I was not even paid for my testimony and why not, no I did all the paperwork, talked to all the right people. I have only me to satisfy, just me now, I am not a number I still breath in from the nose out from the mouth, and you. I could work for your office would you hire someone like me I know I have more Knowledge and probably type better than most. I diffidently know I can recover information better than most, would you?


Hello Shari, Maybe you will not have to forward this and help me yourself. Last Friday I walked downtown in the rain to be heard by your office and I was and I was given Amy's email address to let her know what I wanted. First of all I am the VICTIM not the Offender in these cases. Your office has treated me very unfairly and I resent being treated as so. I get my facts out of public records and when I get a email telling me different than what public records has I kinda get a feeling that something is not right here. Do you agree? Have I done anything to anyone in your office or to their families? I did not think so. Do you think I am crazy, I would hope not I am just persistent to what I have going on in my life. And Shari it is not about me it is about all the victims or witness's who don't get the chance to do what I know how to do. never QUIT. Amy is not going to help me, Mary is not going to help me and Dennis is not going to help me, right? I am going to get my paper work ready for next week's workshop maybe then someone from the City Council will help me figure out why you kicked me to the curb when last year at this time I was on the phone everyday to your office but who am I? Do you wonder why Dino might get his appeal? Maybe because I was incompetent brought on by Crime Victim/Witness of Clark County WA Program..
